Care note

Visit rules and guidance as of 26 September 2026.

# A visit begins with your health, not a medicine list.

Bring the concern that led you to search. Ask who will assess it, what they need to know and how you can reach them afterward.

A place for the questions the form missed.

You have a treatment name and are choosing between a video visit and an office visit. Compare how each will assess your concern and arrange follow-up.

## Choose the setting around the assessment

In telehealth, you speak or exchange messages with a clinician remotely, rather than sharing an office.

The Federation of State Medical Boards connects state boards. Its advice holds video visits to the same care requirements as office visits.

The advice puts responsibility on the clinician to arrange any tests and examinations needed. When these cannot be done online, the clinician must arrange help elsewhere.

This is guidance for boards; the rules enforced in a particular state remain that state’s own.

Compare an office clinic with licensed care by video or online exchange. Ask how each would arrange an examination if it is needed.

## Check the person who will prescribe

Your location matters: the US health department says the clinician’s licence or other legal permission must cover your location during the visit.

Mention travel when arranging a remote visit.

Search the state medical board’s records for the doctor’s licence and any public action over misconduct. Each board decides what it publishes.

An empty record of public action says nothing about the quality of the doctor’s care.

[Medical boards · find the state board](https://www.fsmb.org/contact-a-state-medical-board/)

Follow the directory to the board for your visit location. Search there using the doctor’s full name.

Ask for the prescriber’s name and professional role before paying. If they are not a doctor, ask which board holds their licence.

### Ask what the form leaves unanswered

Forms can be part of an assessment. The boards’ guidance allows online exchanges where a clinician can seek more history and ask questions.

This is recommended guidance for state boards. Your state’s prescribing rules still decide what is allowed.

[Medical boards · forms and follow-up](https://www.fsmb.org/siteassets/advocacy/policies/fsmb-workgroup-on-telemedicineapril-2022-final.pdf)

Ask how to raise something the intake form did not ask.

- Which concern are we assessing, and what else could explain it?

- What would a blood test tell us, and would it change the plan?

- Would an examination add something a screen cannot?

- Who will explain results and answer questions afterward?

## If the conversation turns to testosterone

Federal law treats testosterone as a controlled drug, meaning it has special rules because it can be misused.

Temporary rules in force on 26 September 2026 allowed some prescribers to prescribe testosterone by video before examining the patient in person.

The prescriber needed registration with the Drug Enforcement Administration (DEA) covering testosterone, or legal permission to prescribe without that registration. The prescription had to serve a medical purpose as part of normal professional practice.

The live call had to meet federal requirements for sound and video. Only narrow exceptions allowed a call with sound alone.

The exception ran through 31 December 2026, with other federal conditions and state rules still applying.

[Federal rule · temporary video prescribing](https://www.ecfr.gov/current/title-21/chapter-II/part-1307/section-1307.41)

Ask whether the prescriber’s DEA permission covers testosterone, which call system meets the federal rule and how they meet your state’s rules.

Check the rule again before a later visit, especially after that end date.

The Treatment Papers is a reading guide to care decisions; this journal runs no clinic and sells no treatment.
